Major Ontario Rental Law Changes Coming Sept 21, 2026

Ontario is introducing several amendments to the Residential Tenancies Act (RTA) through Bill 60, alongside earlier changes from Bill 97. The changes are intended to reduce delay at the Landlord and Tenant Board (LTB), strengthen protections for tenants and clarify rules for landlords and tenants.

SEVERAL CHANGES TAKE EFFECT SEPTEMBER 21, 2026, INCLUDING:

■  Shorter N4 timelines: For monthly and yearly tenancies, the notice period for non-payment of rent will decrease from 14 days to seven days.

■  Persistent late payments: New rules will define persistent late payment as failing to pay rent within seven days of the due date on at least three occasions within a six-month period.

■  N12 notices: The notice period for an N12 based on a landlord’s or purchaser’s own use will increase from 60 to 120 days. The changes are also intended to strengthen protections against bad-faith applications. Community housing providers that meet the conditions set out in Section 7 are exempt from N12 provisions related to tenant compensation.

■  Renovations and repairs: Changes to the N13 process will introduce new requirements related to providing updates on the estimated completion of repairs or renovations and notifying tenants when a unit is ready for occupancy. Certain community housing providers that meet the conditions in Section 7 are exempt from specified provisions, including those related to tenant compensation and right of first refusal.

■  LTB hearings: New rules will affect the issues tenants can raise at LTB hearings related to non-payment of rent applications, including requirements around payment of arrears.
